The Betawi Cultural Village at Setu Babakan, Jagakarsa, South Jakarta, was designated by the provincial government in 2001 and confirmed by regional regulation in 2005. The area takes in an inhabited settlement, two lakes, fruit gardens and performance buildings, and its residents live there as residents of any other area.
A designation of this kind answers a real situation. The Betawi are the only group whose home territory has become the national capital, and its people have been pushed to the margins by urban development built on their land. Designating one area as a cultural area is a way of holding one place that counts when holding all of it is impossible.
Lived and displayed at once
The area does two things that do not always agree. It is a kampung where people live, work and marry off their children; and it is a place of visits where Betawi arts are performed to a schedule, food is sold, and customary houses are built as examples.
The tension between them appears in practical matters: whether a new house may be built in a form that is not a Betawi form, whether a resident may open an unrelated business, and who decides. These are settled between the area's management and the residents, with outcomes that change over time. This encyclopedia records the tension because it is a recurring form: nearly every designated cultural area in Indonesia faces the same question, and how it is settled is seldom recorded.
